WHATFollowing the arrest of a party bus driver in Long Island on Tuesday night--amid reports that his vehicle contained over 40 unchaperoned and severely intoxicated high schoolers--State Senator Jeff Klein and Assemblyman Marcos Crespo will announce new legislation that would require large groups of underage bus revelers to be accompanied by at least one adult chaperone. Bus operators would not qualify as a chaperone under the legislation. Initial outreach by Senator Klein's office indicates that the charter bus industry is supportive of the Klein/Crespo approach. 

This week's revelations were not the first time underaged passengers had suffered the consequences of an unregulated party bus industry.

Two years ago, a 16 year old died after opening an emergency hatch as the party bus passed through an overpass. In response to that tragedy, the Klein/Crespo bill would would also establish new emergency exit protections to reduce the threat of dangerous tampering with emergency exits.
