What a horrible thing to do! I hope someone rats out on who did it!

Most likely an alcohol related incident. Pretty stupid prank for kicks. Maximum fines if they catch him/them. Trouble rolls in pairs so someone saw who stuck the bird with the bolt. 1000 bucks reward is good incentive but unless a passer by witnessed, good luck.

Who, or better yet, what would do such a thing?! And they say there's no evil in the world.

Buster's Law could have them locked up for a year with a $5,000 fine. In my opinion, they should be locked up forever, since this is the first step on the road to Dahmerville. You can't rehabilitate evil.
