Cops: Two Charged With DWI in Flanders

Police said one defendant drove without a seat belt, another without signaling.

• Connie Francis, 53, of Flanders, was arrested March 16 at 9:36 p.m. and charged with DWI, a misdemeanor, as well as driving without a seatbelt and missing a front plate, both traffic infractions. According to the arrest report, Francis was pulled over on Long Neck Boulevard in Flanders for not wearing his seatbelt, when police discovered she was intoxicated.

• Frederick Rowsell, 45, of Northampton, was arrested March 16 at 11:17 p.m. in Flanders and charged with DWI, a misdemeanor, as well as moving from lane unsafely and failure to signal, both traffic infractions. Police said Rowsell drove across Flanders Road, from one shoulder to the other, without signaling. According to the arrest report, Roswell’s breath smelled of alcohol, his speech was slurred, his eyes were glassy and red, and he performed poorly on roadside sobriety tests.
