I'm a little confused with this information because it seems there is information missing as to how an expected murderer is able to escape. So you are telling me this person wasn't in handcuffs or shackles?

Gary, there is no information missing or left out. This is all the info on this incident that the NYPD has provided. I will update the story when I receive more details on what exactly happened. As of right now, we do not know if he was, or wasn't, in handcuffs, shackles, or restraints. Best, Will

Whoever did not have him in handcuffs and shackles must be feeling pretty bad. I am glad he got caught before he committed another murder.
