Riverhead Sex Offender Arrested Under New Enforcement Regs

Terrance Carter, convicted of rape in 2008, was arrested again under heightened monitoring enforcement rules, officials said on Thursday.

A level one sex offender who lives in Riverhead was arrested along with a handful of other convicted sex offenders for reportedly violating laws related to the Community Protection Act.

The law was enacted earlier this year, offering officials heightened monitoring access to over 1,000 sex offenders in the county. The legislation includes teaming up with Parents for Meghan's Law, a nonprofit dedicated to preventing sexual abuse.

Terrance Carter, 28, of Riverhead was arrested for reportedly "participating in computer activity involving sexually-stimulating material" according to the office of County Executive Steve Bellone. He had been convicted in 2008 on second-degree rape charges for having sex with a 14-year-old, and was sentenced to six months in jail and 10 years of probation.

“These arrests prove that with a comprehensive plan to strengthen verification efforts, we have the tools needed to keep our communities safe," said Bellone.

Eight sex offenders were arrested in total recently. Officials are planning a press conference on Friday afternoon in Riverside to announce further measures related to the Community Protection Act.
