Sex Offender Trailer Still Parked By Jail

After years of protest by outraged parents, there are no plans to move the trailer anytime soon.

Sex offenders are still packing a trailer located in parking lot of the Suffolk County Correctional Facility in Riverside – and could remain in place indefinitely.

The arrest of Donald Brown, a convicted sex offender who was living at the Budget Host Inn, not in a sex offender trailer, in Riverhead last week has reignited concerns amongst parents and residents about the proximity of convicted pedophiles to their children.

According to Suffolk County Legislator Jay Schneiderman, plans to move forward with vacating the homeless sex offender trailers – a second is located on county land in Westhampton – are stalled again, after years of controversy and an outpouring of vehement public opposition.

But while there is hope that the Westhampton trailer could be shuttered within three months, there is no support among the county legislature to close the Riverside trailer, Schneiderman said.

Schneiderman says he has received no support from his colleagues, save North Fork Legislator Ed Romaine, to close the Riverside trailer, because they believe it is in a secure location near the jail.

“We’re trying to revitalize Riverhead, with the aquarium, libraries and other children’s events – and here’s the county bringing their sex offenders,” Schneiderman said.

Despite a series of setbacks under former Suffolk County Executive Steve Levy, plans were discussed to commence with a new mini shelter program, under which a series of smaller shelters would house only six sex offenders each, rather than the 20 that currently fill the two trailers each night, with some overflow being sent to a hotel in western Suffolk County. Each shelter would have 24-hour supervision.

But that plan has not gained traction because Levy, Schneidrman said, refused to indemnify the contractor chosen for the project, who asked that his legal fees be covered by the county, should lawsuits emerge over the construction of the new shelter sites.

Should the initiative go forward under new County Executive Steve Bellone, plans could include least four mini shelters, none of which are sited on the East End – for now, said Schneiderman.

“There will probably be a fifth and a sixth shelter, and one of those last two will probably be on the East End,” Schneiderman said, adding that he does not yet know where that shelter would be situated but that it would not be located in a residential area.

Currently, the Westhampton site is located only feet away from Westhampton Pines, a 55 and over community where many grandchildren visit.

For years, lawmakers in Riverhead and Southampton Towns have railed against the county for siting the in their municipalities and placing an unfair burden on outraged residents.

"I find it unconscionable that they would close the Westhampton trailer and potentially put the rest of the sex offenders in Riverside, right across our border," Riverhead Town Supervisor Sean Walter said. "The East End is hosting all the sex offenders in the county that can't be placed. The Suffolk County legislature needs to step up."

The problem, Walter added, is, with only two out of 18 county legislators representing the East End, "We don't have enough horsepower." He suggested a public referendum to decide whether or not the county legislature should be abolished completely, with a board of town supervisors given authority, as is the practice in much of New York State. "The county legislature just can't get the job done. It's outlived its usefulness."

Schneiderman said he has a resolution on the agenda for a meeting of the Suffolk County Legislature in Riverhead on April 24 to close the Westhampton trailer. If the measure is approved, that trailer could be closed in 60 days. 

“These people have suffered enough,” said Schneiderman. “The trailers were never supposed to be in these communities for more than two weeks and here we are, five years later. They shouldn’t be placed so close to any residence. People should be able to sleep at night.”

During the next few weeks, Schneiderman hopes to rally parents in both Riverhead and Westhampton. “I want the community to play an active role to make sure we’re heard by the administration,” he said. "I want both those trailers closed."

This is what happens when emotions are used as the basis for legislation, and no thought is given to the consequences.
Since I've taken the time to educate myself on this controversial subject, no, I don't care one way or the other where these people are living. I know that sex offenders have very low re-offense rates and that the majority of sex crimes are perpetrated by people known to the victim and not on the registry. I'm far more concerned with ignorant, hateful, intolerant people. www,endsexcrime.org

Donald Brown who has had a PREVIOUS record, recently APPROACHED an 11 year boy, while loitering outside Riverhead High School offering him money and asking the boy if he could be his friend @ 8:15 in the morning!!! (The boy did not know him.) Donald Brown was also seen LOITERING outside Hampton Bays Elementary school.
I understand parents who are very concerned about the trailor being placed within walking distance to venues where children can be found in large numbers.

Because you are dealing with politicians nothing will happen until one of their own children are abused. Then you will see change, but not until then. They don't care about you, but they do appreciate you voting them back into office year in and year out.

Legislator Schneiderman is planning to organize a meeting of local parents, residents and elected officials soon. I'll let you all know the details as soon as I do. Also, his plan is to ask parents and residents to attend the next meeting of the Suffolk County Legislature in April.

Every legislator who votes for taxpayer funded housing for sex offenders anywhere in Suffolk County should be identified and voted out of office! We need a list, we need to distribute it as widely as possible, and we need vote these clowns out. No excuses. The press should be identifying every one of these legislators and asking them when are they going to follow the will of the people! Hey press, do your job!

There is NO justification for taxpayers, against their will, to provide housing for perverts. I don't care which level of government forces this on us, or what your excuse is. We are the people. The people do not want to provide free housing for perverts anywhere, especially not in their communities. Period. No excuses. None of your statistics. These are our communities. We don't want to house "ignorant, hateful, intolerant" predators. The predators have declared war on civilization, declared war on our children. And you dare to call us ignorant?

Shana- Thank you for your comments, according to the research they are true. Sex offenders have very low recidivism rates and are not likely to pray on children that they do not know. Obviously there are strong emotions present in talking about sex offenders, and rightfully so, but I would love to see the strong presence of education in these discussions. The solution can not forever be "not in my backyard." Lets come up with some solutions.

It may be a fact that there is low recidivism with sex offenders BUT any level of repeat offenses is UNEXCEPTABLE due to the horrendous nature of the crime. Why should Riverhead be stuck with housing the entire counties' homeless sex offender population? Other Suffolk County townships should be required to share the risk and responsibility. As evidenced by the recent sex offender who WAS NOT homeless approaching the boy outside of Riverhead High School, besides the homeless sex offenders, Riverhead has the ones with home addresses as well! Which leads to another hot issue: How are these guys monitored during the day?! Obviously, not very successfully!!

Discussion of this issue often generates much heat but little light. Legislators often pass sex offender laws without asking if they will work? What are the possible consequences, good and bad? Having a bunch of former offenders wandering our communities, unemployed and homeless, hardly promotes safety, just the opposite.
Last week several training conferences were held across New York State to examine whether current sex offender management policies are making our communities safer. Hundreds of law enforcement officers and corrections officers were in attendance. Sadly, the answer that was given that was current policies are ineffective and often make communities less safe. VS another RSOL member who is on the campaign for every family to adopt a sex offender for Christmas crap. Forum Readers need to be aware of groups "made up of sex offenders and or their advocates" who are attempting to abolish the registry and allow sex offenders (any sex offender by the way) all are welcome in their group, to slither back underground and go undetected under the guise that they all were at the wrong place at the wrong time and over prosecuted and are underserved in our society. Dont fall for it! Oh and dont fall for the low recidivism rate mantra either. Recidivism rates vary as much as the crimes they commit. There is no one size fits all on Recidivism, Romeos who are not being prosecuted anymore have an almost zero repeat rate while freaks who prefer 8-12 year olds have a 100% repeat reoffend rate. Oh and Recidivsim rates are based on the times the guy got caught, not how many times he has fed off children.

Minutemen refers to a group of pedophiles and pedophile activists who would like to change legislation regarding child sexual abuse. They would like to get rid of the sex offender registry, abolish the age of consent, and "educate" people to believe that sex offenders are harmless, and that there is no need to worry about them. They seek to normalize pedophilia by attacking any news outlet, blog, social media or other online venues of conversation about sex offenses with lies, junk statistics, false stories of their own and faulty "logic" about why sex offender laws and the sex offender registry are unnecessary and/or downright wrong and criminal.
They compare themselves and their situations with the Jews in Nazi Germany, with women and people of color during times of oppression, and with the gay rights movement. They try to confuse people by swarming conversations with their lies and false statistics. Their end goals are to get ""rid of all sex offender laws and normalize pedophilia in the culture of the United States and other countries"". Shana Rowen/David Hess are minutemen. I am sure a few others will slither in soon.
